South Korea creates 'decapitation' unit targeting North's leadership

Tensions have heated up in recent months over the north's continued development of its nuclear and missile programme, in spite of global condemnation and worldwide sanctions.

The exercises come after last week's test-launch by North Korea of its most powerful intercontinental ballistic missile (ICBM) yet, though the US-South Korea drills had already been planned.

A day later, a commentary from Pyongyang's Rodong Sinmun newspaper, carried by the official Korean Central News Agency, said US-South Korea joint air exercises scheduled for Monday to Friday are a "dangerous provocation" pushing the region "to the brink of a nuclear war". "We sternly warned that the North has all responsibility for inter-Korean tensions and a threat to the world peace", the resolution read.

The South Korean military established a "decapitation" brigade Friday created to eliminate North Korea's leadership in case of an emergency on the peninsula, defense ministry officials revealed.

Senator Lindsey Graham, a foreign policy hawk, told CBS' "Face the Nation" the United States moves closer to "preemptive war" with every new North Korean missile or nuclear test.

The latest missile flew higher than any others previously tested, before falling into Japanese waters. The larger size of the first and second stages allows the missile to fly a greater distance with a larger payload.

"Despite persistent sanctions and pressure by the USA and other hostile forces, my government concentrates all its efforts on improving people's livelihood and providing them with a better future", the North Korean Permanent Mission to the United Nations said in a statement on 14 November.

China should take unilateral action to cut off North Korean oil imports, McMaster said, adding, "you can't shoot a missile without fuel". A minimum of nine votes are needed to win such a vote and China, Russia, US, Britain and France can not wield their vetoes. Every missile test, every underground test of a nuclear weapon, means the marriage is more likely.

"I would need to see a bit more differences to fully believe they made this themselves", Dave Schmerler, a research associate at the James Martin Centre for Nonproliferation Studies, said of the launch transport vehicle.
