The US deliberately provoke North Korea for a new adventure - Lavrov

China should cut off North Korea's access to crude oil following the latest missile launch from Pyongyang, and Washington has asked it to do just that, the USA ambassador to the UN Nikki Haley said, adding that "if war comes, make no mistake, the North Korean regime will be utterly destroyed".

Tensions on the Korean Peninsula have flared after North Korea said it had successfully tested a new intercontinental ballistic missile on Wednesday in a "breakthrough" that put the US mainland within range of its nuclear weapons.

"If someone really wants to use force to, as the US representative to the United Nations put it, destroy North Korea.then I think that is playing with fire and a big mistake", Lavrov told reporters.

Commenting on the latest developments, Lavrov said it seems that the U.S. wants North Korea to resume the tests.

U.S. President Donald Trump expressed disappointment in an early morning tweet that a Chinese envoy's recent visit to Pyongyang appeared to have had "no impact" on stopping such provocations.

"We perceived this negatively", Lavrov told journalists in the Belarusian capital, Minsk, commenting on Washington's statement on the need to cut ties with North Korea. For instance, if there were to be a conflict with North Korea I think it's entirely possible that China and maybe Russian Federation would come in on Pyongyang's side. If they are really looking for an excuse to destroy North Korea, as the United States envoy to the UN said at a Security Council meeting, let them spell it out clearly and let the USA leadership confirm it.

"The latest United States actions look created to deliberately provoke Pyongyang into taking new extreme action", Mr Lavrov told reporters in Belarus, according to a Russian Foreign Ministry transcript.

North Korea, in an announcement broadcast on state TV, said this week it had successfully tested a new type of intercontinental ballistic missile called Hwasong-15. "They've proposed a freeze-for-freeze solution a number of times, in which the US would suspend its military exercises in exchange for North Korea suspending its missile testing and nuclear development", Armstrong told ThinkProgress.

He urged the acceptance of a proposal made jointly by China and Russian Federation that would require North Korea to suspend nuclear activity and the USA and South Korea to halt joint military exercises in order to pave the way for talks.

He accused the United States of seeking to provoke Kim Jong-Un's regime and demanded to know whether Washington was plotting to destroy the isolated country.

"We were encouraged by that approach". "We have already said many times that sanctions pressure has exhausted itself".

"But the Americans completely ignore this requirement and I consider this a big mistake".

"China has no obligation to cooperate with the US" on imposing a full trade embargo on North Korea, which it described as an "impractical idea".

"We have never sought war with North Korea", she said.
