Emmanuel Macron pledges €50m to help Irma-ravaged Caribbean territories

The French government said it would take at least three months for water distribution to normalise.

Marlin said many countries and people have offered help to St. Maarten, but authorities are waiting on the weather conditions to see how this can be coordinated. When Irma hit St Martin, she huddled for four hours in a hotel bathroom, hearing furniture being tossed around her room.

The Dutch Red Cross has raised €3.2 million ($3.8 million) for the devastated islands in under a week.

"Water pipes do not work, the stores are empty and there is no electricity in much of (Sint Maarten)", a spokesman told the Dutch news agency ANP.

Collomb said the pillaging that hit St. Martin after Irma has stopped.

Sharon Flax-Brutus, director of tourism for the British Virgin Islands (BVI), said the damage was hard to assess because communications were down, but that "many homes are without roofs, or have been diminished to merely foundations".

Macron reportedly stayed overnight on St Martin and is expected to tour the island of St Barts today.

"The security situation remains precarious, but seems to steadily be improving", he said, adding: "We are trying our best to act in situations (of looting), and have had several people detained".

"There is no power, no gasoline, no running water".

Jose passed 135 kilometres (80 miles) north of Saint Barts, a haven for the rich and famous formally called Saint Barthelemy whose celebrity visitors have included Beyonce and Gwyneth Paltrow.

Early this morning around 5 a.m., Dutch King Willem-Alexander was set to fly to the Caribbean to meet survivors.

"Not everyone will have been totally traumatised by the disaster, but a certain number of people will", said clinical psychologist Michele Vitry, speaking to AFP in Paris. He said officials had known of the "extremely high risk" days in advance and had mobilized military and health care personnel in nearby Guadeloupe.
