Multnomah County has declared a state of emergency over the fire that started Saturday. Active fire behavior expected as weather conditions continue to be hot, dry and windy. Those communities were under Level 1 evacuation warnings Monday morning, meaning they should gather up valuables in anticipation of an evacuation.
