Houston Evacuees Fill Convention Center

Restaurants and stores in downtown and near west Houston opened their doors Tuesday and a sprinkling of health-conscience locals were out jogging in their rain slickers, undoubtedly needing to wear off some nervous energy that built up over the last three days when flooding from Tropical Storm Harvey confined most people to their homes.

"As I walk around, I'm hearing a lot of people saying 'I don't have my medications for bipolar disorder or schizophrenia for the first time.' So we have these people who have this extreme experience, and also don't have the medications they need for mood regulation", she says.

"All the cots are lined up, and it's going to be a little tight", the mayor said, but he's confident that the "little city" Dallas has built will provide adequate shelter for southeast Texans who choose to head north in the coming days.

The Red Cross says that they had a huge amount of the medical country in Houston step up and come to help with addressing any of the medical needs that people had here at the convention center.

Cots and belongings have been abandoned on the civic center floor, which is under about a foot (30 centimeters) of water.

Now in the aftermath of Hurricane Harvey the Convention Center is once again about to become a so-called "mega-shelter".

Exhausted of sitting indoors, Rosales and Britny Mitchell, a 19-year-old volunteer, set up a makeshift nail salon outside an emergency shelter Monday where almost 200 people have sought refuge since tropical storm Harvey forced them from their homes.

The Red Cross has also set up other shelters throughout the area.
