Moscow denies the allegation. Western companies are now prohibited from doing business in Crimea.

The EU decision to blacklist two Russian Energy Ministry officials is puzzling, while its interference in the dispute between Siemens and Russia's Technopromexport (part of the Rostec Corporation) violates worldwide law, the ministry said in a statement on Saturday.

The European Union has expanded its sanctions against Russian Federation over its annexation of Ukraine's Crimean Peninsula, after gas turbines of German producer Siemens were transferred by Russian Federation to the Crimea.

The Commission said the move contributed to the establishment of an independent power supply for Crimea and Sevastopol, which "supports their separation from Ukraine, and undermines the territorial integrity, sovereignty and independence of Ukraine".

Gas turbines are a "substantial element" in the development of new power plants, the council said. Moving them to Crimea breaches conditions of sale. "In order to use the U.S. gas it is necessary to construct big gas liquefaction plants in the United States, deliver gas to Europe and then utilize it in power grids", Alessandrello told Sputnik.

The three persons were added to the sanctions list for their responsibility in supplying Crimea with gas turbines from Russian Federation. The proposal for providing weapons to Ukraine comes amid tension between the White House and Congress over how to respond to Russian interference in the 2016 election, and an investigation by Special Counsel Robert Mueller into possible collusion between the Trump campaign and Russia. The sanctions, consisting of an asset freeze and travel ban, now apply to 153 people and 40 entities, the council said.

Shortly after the announcement of the new sanctions on Friday, the Russian Foreign Ministry denounced the decision and expressed "deep regret" over the move by Brussels, calling the punitive measures "unfriendly, unjustified and unsubstantiated".
