Qatar's ruler - it is time to resolve differences through talks

"Qatar is ready to begin constructive negotiations with all parties on the basis of respect for sovereignty, non-interference in the internal affairs of the country and in accordance with global law in order to establish mutual trust and thoroughly approach the resolution of existing differences", Al Thani said.

In a royal decree on Thursday, Qatar has amended its anti-terrorism laws to boost the fight against extremism.

The four countries have tried to strengthen their diplomatic standing in Washington in recent days by highlighting six principle demands, as opposed to a previous maximalist set of 13 demands tabled in private and subsequently leaked.

In his televised address late on Friday, the emir said any resolution must respect Qatar's sovereignty and will, and can not be based on the acceptance of orders dictated from outside. Those reports were crafted to paint Qatar as a supporter of countries that fund terrorism, including a fake quote from Qatar's leader, Sheikh Tamim Bin Hamad al-Thani, calling for improved relations with Iran and support for Hamas.

Qatar's move follows sanctions meted out on the country by a coalition of gulf countries led by Saudi Arabia over allegations that it supports the Islamic State and other terrorist group.

He urged Qatar's neighbours to lift a land blockade as a "sign of good faith".
