A teenage girl who died after being attacked by a shark was surfing with her dad who did "everything he could" to save her.

Police said: "The father obviously tried everything he could to help his daughter but sadly he wasn't able to save her".

He said Laeticia's father did everything he could to save his daughter's life.

Esperance Police, St John Ambulance, Esperance Marine Rescue and the State Emergency Service rushed to the scene where they treated Laeticia on the beach.

It is just east of Wylie Bay, where Sean Pollard was attacked by two great white sharks in October 2014.

"It would be great if we were in position where we could actually prevent further incidences rather than debating what you should do after an attack".

Laeticia Brouwer's family said the ocean was her passion.

"It was quite a critical incident long before I arrived".

"Researchers have had a look at the photo of the surfboard and on that basis alone they can't tell what sort of shark it is", he said.

"But we can't say for sure".

Kelly suggested that subsidising shark-deterrent devices for swimmers and surfers was a more effective option than a cull.

Crucially, he made plain the Government would end the previous government's serious-threat policy, which allowed big sharks to be caught and killed if they were considered a risk to the public.
