The system consists of the Kill Chain pre-emptive strike system; the Korean Air and Missile Defence (KAMD); and the Korea Massive Punishment and Retaliation Plan (KMPR), which involves eliminating the North Korean leadership and annihilating Pyongyang with a barrage of missiles. Japanese Prime Minister Shinzo Abe gestures while speaking at a parliamentary panel on national security and diplomacy at parliament's upper house in Tokyo Thursday, April 13, 2017.

Citing the Syrian regime's alleged use of the nerve agent, the Japanese leader added that "tension is certainly rising" and Tokyo should strengthen its defences against North Korea.

The dollar nursed losses on Friday, on track for a losing week as continuing tensions in North Korea underpinned the perceived safe-haven Japanese currency.

The air base at Kadena is in range of North Korean missiles - as are 25 million people in the South Korean capital of Seoul.

Attendees at a February 23 NSC meeting forecast a crisis on the Korean peninsula could prompt large numbers of refugees turning up in boats along the coast of the Sea of Japan, Kyodo said.

"Whatever the targets, Pyongyang's existing ballistic missile stockpile could easily deliver approximately one kiloton (1,000 metric tons) of high explosives, as well as other non conventional munitions - chemical, biological or even nuclear".

Sandwiched between a Korean peninsula seemingly on the verge of war, and an oncoming USA aircraft carrier group headed to monitor North Korean nuclear ambitions, Japan, a key U.S. ally in the region, is being forced to confront the harsh realities of a war that never really ended.
