U.S. Customs and Border Protection said officials found what they describe as a mock improvised explosive device inside the man's passenger's suitcase at Pearson International Airport, Canada's busiest.

At that point, the official said that passengers will have to clear Canadian customs and go through USA customs again.

The agency said the passenger was scheduled to travel on United Airlines flight 547 to Chicago.

Passengers on the flight complained of the lengthy delays, saying they sat for four hours on the tarmac before being offloaded to an "isolation area".

Dal Gemmel, a passenger on board, tweeted that the USA port authorities had revoked the plane's pre-clearance privileges to enter the United States early Thursday morning due to a major security breach.

According to the GTAA's website, the flight is now scheduled to depart Pearson at 4 p.m.

The same passenger tweeted that he has been told that there has been a security breach and that passengers will have to deplane and go through customs again.

U.S. Customs officials inspected the aircraft and re-screened all of the passengers and their baggage before giving the all-clear.

Peel police said the situation didn't present any risk to public safety or impact other processes at the airport.

It is unclear why the passenger tried to bring the device aboard the flight.

"It is a little nerve-racking because the plan has changed several times", Troy Galick said.

"If there was such a major security breach ... why didn't they get us off the plane earlier", Gemmell questioned. At that point, the plane had been holding on the tarmac for almost three hours.

"We were told that there was a delay of an hour because of weather at Chicago", Gemmel told Global News in a telephone interview from the airport.
